MDIO driver configuration

MDIO driver provides access to network PHYs' registers via MARVELL_MDIO_READ and
MARVELL_MDIO_WRITE functions (MARVELL_MDIO_PROTOCOL). Following PCD is required:

  gMarvellTokenSpaceGuid.PcdMdioBaseAddress
  (base address of SMI management register)
